Provide higher child care subsidy rates to public and private early care and education providers in high poverty, underserved and rural communities.
Why This Matters
Children living with low income and children of color show the biggest gains from high quality early care and education. Due to systemic barriers, these children are also more likely to enter kindergarten with fewer early literacy and language skills when compared to their peers.1 Providing higher subsidy rates to providers in high-poverty, under-resourced, and rural communities supports equity by equipping them with additional resources to recruit and retain educators, maintain their businesses, and meet the needs of the children and families they serve.1 This increases access to high-quality early care and education in communities with the most barriers, and improves children’s opportunities for success in school.
