Adapt K-3 School Funding System to Increase Equity
Pathways Recommendation
Use a weighted funding formula that takes into account the extra costs in districts with high numbers of low-income students or students with special needs in order to ensure that those with the most barriers to success have the most supports (achieve equity).
Why This Matters
Since property taxes are the base funding for our school systems, schools in low income areas aren’t funded as well as schools in upper income areas. A weighted funding formula allows for resources to be distributed equitably across North Carolina, allowing underserved and low-income counties to have the most support. This helps to improve equity by ensuring resources are allocated where they are most needed.
