Governor Stein’s 2025 budget recommends significant investment in child care, early education, and critical tax relief for working families. It keeps tax rates stable while recommending millions annually in targeted tax cuts—specifically focused on the families who need them most.
Here’s what’s included in his recommendation:
- Greater access to affordable & high-quality childcare. Governor Stein’s budget invests in stabilizing our childcare system by raising provider rates and expanding NC Pre-K so more children can access early learning. This stability helps keep childcare programs open in both rural and urban areas, ensuring that families across the state have access. It also supports early childhood educators with better wages and resources to keep programs strong and open.
- More money in working families’ pockets. The budget introduces and strengthens tax credits aimed directly at helping working parents cover child care, housing, food, and other essentials. It ensures families across North Carolina can better afford the costs of raising children, reducing economic barriers and supporting parents’ staying in the workforce.
- Strong investments in public education. Starting teacher salaries are raised to the highest in the Southeast, teacher pay overall is increased, and master’s pay is reinstated. The budget funds universal free school breakfast, more school health personnel, and school safety measures. It also invests in literacy and digital learning and fully supports students with disabilities. Finally, it proposes a historic investment in school construction and modernization, ensuring every child has a safe, effective learning environment.
