The NC Department of Public Instruction, NC Early Childhood Foundation and EducationCounsel continue to offer support for Local Education Agencies (LEAs), Head Start programs and early learning leaders to explore new opportunities made possible through ESSA for birth to third grade alignment, accountability, and funding as well as meeting the requirements for coordination.
As part of this initiative, we are offering local teams one-on-one virtual TA. Whether you are just starting to collaborate with your local early learning partners or you and your team have already begun co-creating your aligned action plan, it might be helpful to have a TA session with our state and national experts to:
- Review your MOUs and other agreements
- Ask questions about the coordination requirements
- Discuss strategies for continued collaboration
- Explore opportunities for including early learning strategies in your district ESSA plan
- Receive technical support on creating your aligned action plan

ESSA Early Learning Office Hours: Session 1 – Developing or Improving Your MOU among Early Learning Partners was held in April. If you missed it, you can access the recording and resources here. You will find quick guidance on the requirements and developing agreements along with samples of MOUs.
ESSA Early Learning Office Hours: Session 2 – Collaborative Action Planning will be held May 17 from 10-11. Join EducationCounsel, the NC Department of Public Instruction and the NC Early Childhood Foundation for this free, interactive TA opportunity to explore a new resource that can facilitate collaboration with your local early learning partners. Those of you who attended an ESSA Early Learning regional meeting in February worked with your partners to develop a problem of practice with strategies to begin a community action plan. Our next online Office Hours will share a series of detailed, annotated agendas that can be used over several meetings with your local early learning partners to support you in completing an aligned action plan – whether you already know where you want to focus as a community, or you’re just starting your collaboration. Your aligned action plan can then be used by all local early learning partners to complete your local ESSA plan (CCIP), Head Start workplans, and other community partners’ strategic or action plans.
